
Waterbury Man Arrested Following Wrong-Way Crash on I-84
A 29-year-old man from Waterbury is facing multiple charges after he allegedly fled the scene of a multi-vehicle, wrong way crash that he caused along I-84 Wednesday evening.
According to the Connecticut State Police via cspnews.org, at 9:02PM last night(10-16-24), Troop H in Hartford received complaints of a wrong way driver and motor vehicle accident on the I-84 Eastbound Exit 56 off-ramp in East Hartford. The wrong-way detection system posted on the Exit 56 off-ramp had activated just one minute prior to the accident at 9:01PM. Troopers arrived on scene to find three vehicles were involved, with one facing the wrong way on the highway. Investigators determined that the vehicle facing the wrong-way had collided head-on with a vehicle taking the exit ramp, and had also side-swiped the third vehicle after the initial accident. Investigators discovered that the wrong-way vehicle was unregistered, uninsured, had a license plate from another vehicle, and the driver did not have a valid license.
The wrong-way driver allegedly fled the scene on foot, but East Hartford Police set up a perimeter near the highway, and a CSP K9 unit was brought in to successfully track down the suspect in tall grass by the side of the highway.

CSP has positively identified the alleged wrong-way driver as Wilmer Viscaino of Waterbury, who exhibited signs of injuries consistent with the collision, and non-use of seatbelts. Viscaino also allegedly gave off a strong smell of alcohol. Viscaino subsequently failed Standardized Field Sobriety Testing.
Viscaino was taken into custody and charged with Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs, Evading Responsibility with Injury, Driving Wrong-Way- Divided Highway, Operating Without Minimum Insurance, Operating an Unregistered Motor Vehicle, Operating without a License, Misuse of Registration Plate, Reckless Driving, Failure to Wear Seatbelt, Reckless Endangerment, 1st Degree, and Interfering with an Officer/Resisting. Viscaino was held on a $50,000 bond, and was scheduled to appear in Hartford Superior Court this morning.
