Nude Mannequins Used to Send Message to ‘Snoopy’ Neighbor

All Jason Windus wanted to do was build a fence so his dogs could run around in the backyard.

According to an article on mysanantonio.com., a letter from the city of Santa Rosa explained that he was not allowed to build a 6-foot fence after his neighbors' complained. The city said it violated an ordinance limiting barriers along sidewalks to 3-feet, so Windus went ahead and did what any proud American male would do.

Windus picked up some nude mannequins from a clothing store and set up a garden party scenario in his backyard. A hand-written sign on top of some barrels reads:

Reserved seat for the nosey neighbor that complained about my fence to the city. They wanted me to tear down my fence to see inside my yard, now they get to.
