The following are some quotes from his speech concerning marijuana legalization thanks to marijuanamoment.net.

I believe that a coordinated regional regulation is our best chance to protect public health by displacing illicit sellers and replacing them with trusted providers.

We will work with our neighboring states to make our laws safe, uniform, and enforceable.

Like it or not, legalized marijuana is a short drive away in Massachusetts with New York soon to follow.

Lamont even laid out a funding proposal to help put together a regulatory framework for cannabis and projected the revenue that would sooner or later result from legal marijuana sales.

The time is now Connecticut. Massachusetts is already onboard and New York isn't far behind. The Governor's plan, according to his office was "developed in careful partnership" with other states in the region. One last quote from Lamont's State of the State address,

Look, we just marked the 100th anniversary of prohibition. How did that work out?
