What's up with the numbered paper plates nailed to the guard rails on a portion of the Merritt Parkway? (Rt.15)

According to a contributor, who's user name is bottomfeeder, on the Connecticut section of Reddit.com, there are some numbered paper plates nailed to the guard rails on the Merritt Parkway. What's up with that? The guy who posted his question/comment, apparently was just passing through. He claimed they were numbered in increments of 50, but were not 50 feet apart.

Does anybody have any ideas? Does anybody care? Does anybody really know what time it is? I'm thinking it's probably nothing, but some very bored individuals who read his reddit post responded:

*Funke-munke weighs in with, 'What part of Rt.15?' Funke's gotta go see them for himself!

*Bottomfeeder comes back with, 'Going northbound for a very long stretch, starting before mile marker 34.'

Please tell me we're close to solving this 'paper plate on the Merritt mystery' before my head explodes!

*Fonzerelli  decides to take a stab in the dark with, 'Was it in the construction zone? Seems like way too many plates for that purpose.'

Well, there you have it, some brilliant suggestions as to why there are paper plates nailed to the guard rails on the Merritt Parkway. Here's what I think, "I DON'T GIVE A CRAP!"
