Before you get your panties in a wad, the company in Denver Colorado that is making this cat wine - they already have one for dogs, doesn't put any alcohol in it.

Apollo Peak recently introduced a beet-based cat wine in two flavors. The red Pinot Meow and white Moscato. The drink is non-alcoholic, officials say the product contains organic catnip which can produce the same reaction in cats.
